Developing a Smart City by Operationalizing the Co-creation of Value Model

Abstract

This paper describes a project that used the co-creation of value model to collect and analyse data on storm drains for a city so that it could become smarter in managing the water drainage issues. The city worked with a University centre and ensured that the prerequisite conditions – mutual value-creation potential, commitment and trust, and demonstrated delivery performance – were met. The project was able to integrate science and technology through Information Systems, analyse, optimize, control, and monitor the conditions of the 27,000 storm drains in the city, and enhance the decision making process of the city. This case study provides an example of how a city and a university centre can co-create value thereby helping the city’s management become “smarter” in managing its storm drains and the students obtain a rich field-based educational experience.
