Abstract
Cloud computing is an innovation in world technology. It is used to provide organization services as a utility service through internet and innovative uptake of cloud for improved effectiveness and efficiency. There are adoption challenges in uptake of cloud by government agencies .this paper seeks to identify the cloud computing attributes which are relevant to public organizations, investigate the factors affecting the adoption and develop a response to an effective model to address the challenges. Sample government agencies from Saudi Arabia are used to investigate the challenges and the characteristics for which an adoption model is motivated. The proposed model consists of case studies findings based on analysis of evidence from these organizations. Random samples from different categories in professionalism in Saudi Arabia participate in the questionnaire to extract and confirm influence factors from which insights are derived through classification. The results are then used to determine the tipping point for the uptake of the appropriate cloud model for services provided by government agencies in the Saudi Arabia context. This paper presents the context, motivations, data collection approach, analytics on survey results, tipping point parameters and the principle factors for cloud adoption. Some initial results are presented and future work is summarized.
